EC Regulation 261/2004 (dated 17 February 2005) applies to passengers departing from any EU airport, or from a non EU airport with an EU airline to an EU destination.
Passengers must note that compensation is subject to certain conditions and exceptions. There will be no compensation for a delay/cancellation caused due to extraordinary circumstances. Examples of such situations include extreme bad weather or security concerns such as fear of terror attack.
Nevertheless, if there is a delay of more than 4 hours for a flight of 3500 kms or more; delay of 3 hours or more in intra-community flight of 1500 kms or more; and delay of 2 hours in case of flight of 1500 kms or less, the passenger is entitled to compensation under EU norms as set by the Regulation. If the delay is more than 5 hours at departure, the passenger is entitled to cancel his reservation and get refund.
The thumb of the rule for both delayed and cancelled flights are as follows:
- Flights of 1500 kms or less: compensation amount is 250 euros.
- Flights of 1500 kms to 3500 kms: compensation amount is 400 euros.
- Flights of more than 3500 kms: compensation amount is 600 euros.

UTair Aviation is one of the top three leading airlines of Russia as a passenger carrier and is headquartered at Khanty-Mansiysk Airport. The company is also one of the world’s leading helicopter operators with operations in South-East Asia and Europe apart from dominating in its region.
The airline company mostly operates domestic flights with some international services with its chopper services mostly used to support the people in the oil and gas industry. The airline subsidiaries include UTair Cargo & Vostok Aviation Company. Earlier there were two more subsidiaries named Azur Air which was sold to Turkish Tourism in the last month of 2015 & UTair- Ukraine which was also brought by Turkish Tourism. Utair Cargo is a cargo airline which usually transports mails of DHL, does aerial surveys, observes forest fire, carries paratroopers and charters passenger transport. Vostok Airlines, on the other hand, operates domestic airlines which also carry out specialised operations.

Utair Aviation shares code agreements with few of the mainstream airlines such as Air Moldova, S7 Airlines, Azerbaijan Airlines, Turkish Airlines and Tajik Air allowing them to use their flight codes on flights with these airlines and also market some product on board. These code works either ways that are even the airlines’ mentions can number Utair Aviation’s flight as their own.
The airline also has Inter Line Agreements with airBaltic, Air Moldova, Lufthansa, El Al Isreal Airlines, Ukraine International Airlines, TAP Air Portugal, Royal Jordanian, Air Malta and Aeroflot which allows them to book tickets on the flights registered with these airlines but the same can’t be done by the other airlines with Utair Aviation. Meaning this agreement is uni-directional.

As mentioned above, its main hub is at Khanty-Mansiysk Airport while its secondary hubs are at Domodedovo International Airport, Surgut Airport, Syktyvkar Airport, Vnukovo International Airport, Roschino International Airport& Noyabrsk Airport. Its subsidiaries Utair Cargo is based at Tyumen (Plekhanov) while Vostok Aviation is based at Khabarovsk which also happens to be its primary hub. The flights of Utair Aviation travel mostly to Asia and Europe apart from carrying domestic services.
Aircrafts and Services
As per the recent data available, Utair Aviation company currently has a range of fleets under its belt with aircrafts from Boeing series such as Boeing 767 – 200, Boeing 737 – 800, Boeing 737 – 400, Boeing 737 – 500 to ATR 72 – 500, An – 2, and AN- 74/ AN- 74 TK – 100.
There are three major types of services that the Utair Aviation passenger flight offers. These include Economy Class in which the passengers get refreshments, have access to Audio-visual entertainments in some flights, blankets and baggage allowance up to 20 Kg and an additional of 10 Kgs on payment. Then there is the Business Class in which the passengers are offered salads, soups, main course, and liquor of choice and a baggage allowance of 40 Kgs. The last one being Comfort Class which gives the same services as of the Business class but with limitations of baggage to 30 Kgs and no access to in-flight entertainments.
